Romulans and Terran lobi outfits

in C-Store, ZEN, and Promotions
I noticed that in the Lobi store the Discovery Terran uniforms are available for Romulans but not the 25 Century Terran uniforms. Bug? Intended?
Neither really makes sense, but one without the other seems odd.
