Destabilizing resonance beam iii

in Xbox One Gameplay Bug Reports
Hello. I have a commander sci boff on a sci ship (Crossfield) in a sci Commander slot and can not train him in destabilizing resonance beam iii. I have the manual and lots of xp. Help!!

    Standard type question: Do you have the manual in your inventory? If the manual is in the bank, you will not be able to train the skill.

    Did you promote him to a Rank where he can train the skill?

    Its in inventory, and the boff has been promoted to Commander. It's a long time issue. Ive re-crafted several of the manuals.

    Maybe this issue will be fixed in the next Console patch, which should be sometime January 2022.
