That is the issue in my opinion. Because the Romulan's were a half of a faction, there is no reason for their ships to be exclusive. Especially with them being aligned one side or another. For those who were never interested in the half of a faction but do want to try out the ships and singularity cores, this now gives those people a way to enjoy those ships, especially those with alien toons.
Here's hoping we get a Romulan D7 still at some point. This is one of the few Romulan missing ships I would really like to have.

- Kirk in a Bird of Prey (Briefly tough, not as one of his shipyard ships from then on) in Voyage Home is hard canon as it appears in a movie. Why then we all are not be able to fly a Bird of Prey? Because that is a Klingon and not a Romulan one perhaps?
- How it would be beneficial for the Romulan faction to see its unique features diluted in this Federation take out? They didn't need fed ships at all, but more ships of their own.
- And yes, I'll continue to fly only Romulan ships with my Romulan, Klingon ones with my Klingon and Fed ones with my Federation characters. You are welcome

I like how every non-fed faction in cryptic's game always gets its TRIBBLE destroyed and wiped the floor with. Klingons recovering from all their losses from the iconians. The Romulans utterly destroyed once again showing how the Republic are bunch of weaklings yet somehow manage to get 70% of the RSE navy to join them whilst renouncing the Romulan Star Empire in favour of a unstable Republic on the leash of the Federation.
Now they are giving up their ships (fueled by mini black holes!!!!!) for federation ships.... Cryptic subtly way of saying **** you Romulans/Klingons. It's Federation or get the **** out. I have lost count of how many bloody federation factions we have now in the game.

For me, this is another nail in the Romulan's half faction's coffin, because they're taking away the best reason to play Romulan: using their ships. Now, I may rage and get a massive headache every time I actively choose to do so - because singularity cores and energy levels are not a good mix by any stretch of the imagination - but I'm very proud and happy to do so with my Rom toons, whatever race they are.
If you took that unique ability away, why should anyone play that faction? Only for the story arc? Sure, it's quite beautiful - hands down my favourite one, actually - but that's not enough.
I wouldn't be surprised if they just shafted the faction alltogether now, making it more like the AoY one, just available for both Starfleet and KDF toons alike and making those toons effectively part of one or the other, depending on what you choose to play.
Still, the decision has been made and there's not much point in wishing they'd just go back on it - they never do - it's just way sooner than expected.

Personally I have no desire for my KDF, Fed, etc to captain a Romulan ship...BUT, I will definitely take advantage of them being available for Admiralty missions.

STO is non-canon anyway, so they can do whatever they like.

For Romulan only captain traits and because the Romulan faction is the only way to fully man a ship with SRO's.
Personally I have no desire for my KDF, Fed, etc to captain a Romulan ship...BUT, I will definitely take advantage of them being available for Admiralty missions.

Anyway, the patch is in now... nothing we can, as they never listen. Enjoy your singularity on your FED toon, because you don't care about anything else than that faction... Have fun!
