Haste Bonuses Don't Work

As in the title, I've been testing and re-testing for a while now, and it looks as though all forms of firing cycle haste are completely nonfunctional now.
Currently, haste will only make the power's icon count down faster, but the ability will remain active despite already having reached 0, and weapons fire only at their standard rates, meaning DPS has absolutely no change when haste is gained.
