Can't Claim Deep Space Nine Pack

I purchased the Deep Space Nine Pack back when it first came out.
Today, I have a new character named Jestra@historiphile (currently level 52) who has never claimed this pack. I have found the bundle in the zen store, and while it is listed as 'Available', I can't click 'Claim'. Hovering cursor over the claim button, it tells me that I can't claim it because my inventory is full.
...but my inventory is not full? Over 80% of inventory is available. I have enough space in my doff roster, so that can't be it.
I even thought it might be because I have a holo Leeta boff who has a similar weapon to the phaser pistol that comes with the pack, so I trashed it, but nope.

Ok, I read around on archival posts and found a solution that worked: changing maps. I was on ESD ground; went to Sol System, and was able to make the claim. Still, it's a bug; hope it gets identified/fixed.
