That same thing has happened to me quite a few times since they took it off of the episode list. My Romulan characters all seem to be able to get it, but a lot of my Federation captains and, ironically, Orion captains cannot get it on their own. One of these days I will try digging out and dusting off my old machine and use a captain that can get it to invite one of my other ones that cannot to the scenario and see if that works.
The "available" tab is seriously bugged. Not only is Wasteland often missing altogether, if you hail the Kobali Front missions they appear in the tracker without any start hooks at all so they will not play.
I start the Kobali missions from the console on Kobali Prime, works just fine.
To get to that console you have to get to Kobali Prime in the first place, and for that you need the mission at least once to unlock the planet map. The bright side is that they fixed the skip bug so you can skip to it in the Delta episode, but that still does not negate the fact that the missions are broken in the "available" tab (and that Wasteland is sometimes missing entirely and cannot be gotten to via episodes).

Actually you don't, you just have to be able to start the Delta episode and skip your way to the Kobali Front mission which is currently possible since all first missions are unlocked again to fix a different (though possibly related) bug. If you go too soon you might be a little underequipped, but it is doable.
As for Wasteland, that was an early mission that used to trigger just before or just after Spectres. One of the problems with it missing is that it is an essential for torpedo boats or anyone who uses slow-recharging torpedoes since one of the rewards in that arc is Law, the very rare projectile officer doff.
The one thing about the 'Arcs' in the Availible Tab, you need to proceed from Mission to Mission with no skipping. Once done, all done can be replayed.

Not essential, but 'Law' is a VR Torpedo Cooldown Doff. On Replay you will get a random VR Doff, nothing to sneeze at. I use 'Fistful of Gorn' to give me a direct Transwarp to Nimbus III for the 'Kill Dewan Anthropods' or 'Kill Gorn on Nimbus III' Endeavors.

This is incorrect. It was stated outright in the patch notes when those missions were removed from the mission journal to the available tab that they would now become available at level 65. Additionally, there is nothing in the entire game that is "essential", especially not Law.
Despite what they said in the patch notes I know for a fact that you can get to Kobali Prime in the backdoor way of skipping along the Delta episode track to "Kobali Front" before level 65 because I just did it a week or two ago with a level 29 character (and again yesterday with a level 62 in order to do a "kill 60 Vaadwaur" endeavor with the energy type that particular character is optimized for on the ground for the middle endevor, a nice kill two birds with one stone situation).
And so far the Kobali Front listing in the "available" tab has never worked for me on any character, including level 65 ones.
As for the missing "Wasteland" arc that plagues some characters at random, maybe it does show up at level 65, I never tested whether it did or not, though I will keep an eye out for the possibility of it happening with the characters who currently do not have it listed in the "available" tab at all.
Out of 21 characters 0 are unable to access Wasteland or Kobalistan.

These arcs do indeed bug and they bug quite frequently. I have a couple of alts that had the issue specifically with Wasteland so go ahead and claim it doesn't exist.. but it does.
OP, try looking in your journal for the Klingon War arc. You should have a mission called 'Galaxy at War.' It's a mission where you just go to ESD and talk to the Admiral. If you have an accept/skip option for it, accept it and go talk to the admiral.. most times the bug is caused by using a skip on that specific mission.

I've heard people mention not being able to do certain missions, but it hasn't happened to me. I would love to figure out why it happens to some people and not others, but I have no idea where to even start.
This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.
Those three missions ("Cold War," "Spectres" and "The Lost Dominion") were not what was being talked about, it was "Wasteland" and later the Kobali battlezone unlock mission.
It is weird though that Cryptic would take the Spectres arc, a set of tier four missions that award only tier four blue gear (and unfortunately the only mission source of Andorian blue-beam phasers for lower level TOS characters who wish to keep their phasers TOS-compatible, as well as the ghost gun that has two energy types (anti-proton and proton) so it is at least reasonably good against Borg), and slap a level 65 requirement on it while at the same time eliminating the level requirements for a lot of the other stuff like the Kobali battlezone and missions. I hope they at least made the rewards worth doing at level 65.
Also, since Spectres was supposed to introduce Drozana station, the periodic "blue light" incursions no longer make sense continuity wise, yet another lore casualty of the streamlining process. It is a shame, it was one of the better early missions.
To be clear, I wasn't saying that you were wrong about the Kobali missions not having a level 65 requirement. I was attempting to clear up just what was locked behind a level 65 requirement, since some people in the thread were not aware of the details of the change. I could have made it clear by quoting one of them for that part, so that's on me.
There are a lot of little holes introduced by locking the old FE series missions to level 65. I never agreed with that change.
