Unable to use 'Unlocked' Duty Officers for Reassignment

My Reman Federation-Allied Engineer (just in case that matters... 
) has four Common Duty Officers available, according to the pool that's available for that mission, but there are eight more available according to the Roster.
While the 'Locked' symbol is gone for the other eight, I think they are still flagged in the system as being locked in terms the Reassignment mission.
