I'm not reporting bugs here, because they're old news, and I would just like to say off the bat that this is a question out of curiosity and it isn't a complaint. But it struck me that whilst reading the latest patch notes I can't recall any acknowledgement of any of the broken audio files from the Federation Tutorial or the 2800 missions. These have been bugged since Victory is Life launched, whether it was the new stuff's implementation or the old stuff's removal that didn't go right I don't know, it's all well beyond my technical knowledge. But no patches since then have sorted it and it seems a little bit odd that such things wouldn't even be on their list of known issues when minor visual things like windows are. Unless whatever happened to the audio is a lot more complicated to fix than I could realise, the priorities are a bit confusing to me.
I'm aware game development is brain breaking so I'm not out to make demands, more just looking for clarity.
They're not going to list every single known issue in the patch notes. If you file a bug report, then it's a known issue. They are not required to acknowledge anyone personally or publicly that they have seen your bug report. If bug reports are filed in the proper Bug Subforum, then they are seen, as someone is assigned to read them at least weekly.

For applications of this size there are often hundreds of known issues, tracked in a bugs database.
The typical reasons for listing a few known issues in the patch notes are to let customers know that the developer is already aware of those specific issues (no need to keep reporting them) and that they are higher up on the to-do list than many of the other bugs.
Note that that is not the same as promising that they will all be fixed any time soon. Priorities for what needs to be done "now" can change at any time based on new bugs and deadlines for completing new features.
