I believe it's five. But I've never started a fleet before.
Now a LTS and loving it.
Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.
I have come to the conclusion that I have a memory like Etch-A-Sketch. I shake my head and forget everything. :D

5 is correct, with a few requirements.

Once the fleet is formed, it can run with just 1 person, the other 4 can leave. I have a solo fleet with my main as the head. Anyone of my alt characters can drop out, help form a fleet, then leave and rejoin my fleet, I've done this countless times to help people start fleets, feel free to message me here if you need a warm body to form a fleet, I won't stay past formation.

Same here. All of my Feds are in a small fleet that my friend acquired when everyone else left. It's a small fleet with the two of us doing fleet projects when we can find the time and resources.

But I will help people start a fleet, then leave, if they need bodies.

Forming a one-person Fleet is the most cost effective way of eliminating millions of Expertise, a hundred million refined Dilitium, a hundred thousand Marks and a hundred thousand Common Doffs. ;)

.... and tens of thousands of hours waiting on 20-hour time gated projects :)

It might take a couple of tries to find a nice casual fleet, but that is a lot easier than doing it all yourself.

But what if all I want a solo fleet for is so I can use the fleet bank across multiple accounts, the same way I use the Supergroup Bank in Champions? (All my supers are members of the Children of MK-Ultra, because the name censor wouldn't let me call them the Cryptic Defense Force. I am the sole player in the SG.)

Hmm, I'd rather have access to T5 holding goodies without needing to do some quit - invite - rejoin dance, but I can see the appeal of all that extra bank space.

Most expensive Bank space in the multiverse.
