Reputation Dailies not giving Proper Box Level

I filed a support ticket and was told to post here as well to increase visability.
Game Mechanic Involved:
In the reputation system, when doing the daily projects for rep experience, you receive dilithium and a box of the same level as your current Tier for experience in that reputation.
What is happening?
For the following reputations I am not receiving the correct box for my level.
Task Force Omega: I am Tier 4 and am only getting a level 1 box.
Nukara Strikeforce: I am Tier 4 and am only getting a level 1 box.
New Romulus: I am Tier 4 and am only getting a level 1 box.
Other Notes:
This is NOT just a visual bug in the reputation menu. I receive in my inventory a level 1 box.
Based on the level 1 boxes I have opened, I have only been receiving the basic items you were get in the level 1 box and not a mix of higher end items you would see in higher level boxes.
