Why? Every other reputation has the console unlock as a universal console... Why can that not be the case with the Disco rep? I love Lorcas console, but its not worth giving up a dmg boost console. Make it universal Cryptic!
The logic seems to be that you're giving up a single Tac console's worth of Category 1 damage for a decent amount of Critical Hit Chance (about double a Spire Locator at mk XII [I've not checked scaling for higher marks]), plus the flexibility of choosing either the torp or the WAHDBB to complete the two-set that gives more Critical Damage the more often you land a Critical Hit.
Unusual for sure, but it's been this way since it went to Tribble for testing so not a bug if that was a worry.

I don't think the 35% base damage you lose by dropping a tac console is that big of a deal. People are too obsessed with the meta that they think one more or less tac console makes or breaks a ship.

If one single console not granting a cat 1 boost is making or breaking your build, then imo you've got more problems with your build than just that one console. A single cat 1 tactical console boost is not going to make or break a build, and even then there are ways to make up for it if you absolutely want to keep it. The other benefits more than make up for the tiny cat 1 boost that you lose. The Discovery console is one of those consoles that is the exception to the "never give up a tactical console" rule. I tested this set extensively on Tribble with my usual crew and I promise you won't notice the difference at all. I won't complain if they make it a universal down the road, but it's honestly not needed. Not every rep console needs to be universal for it to be viable.

Actually the Undine Rep has both a universal and a tactical console. The Hydrodynamics Compensator is a universal that comes from the Rep. The tac console comes from the Surface Tension mission but is also tied into the set. So in this instance you're both right.

Yea... I have to agree with this. I mean a prime example was the Cardenas. People went bananas because it didn't have x number of Tactical slots, saying it was one of the worst ever. Then they got to fly the thing and it performed better than they expected.
