after it's destroyed there are salvagable fragments, but all you can do is shoot them.. where does the salvage come in?

The salvage is automatically added to your stockpile of salvage if you destroy it. Its a currency, not a physical item you can convert into Salvage.
And honestly the amount per shard is tiny.

Nope. The ones your thinking of are probably the currency that we used to get for Crystalline event. The ones that have been retired in favor of the FTFO tokens.
