Not Working : Console - Universal - Subspace Eddy

The Console Subspace Eddy is obtained from the Ajax-class Pilot Escort, the Qui'Tu-class Pilot Raptor or the Khaiell-class Pilot Warbird doesnt work!
For full pulses, the console should give +300 resistance to control! The number 300 is then there, but does not affect the ship, with Tractor beams or attenuation fields ,viral impulse engine trait ,constable spec etc.
