Nope. The closest I can think of is the High Council Chamber in First City, only accessable by KDF players.
Even that is more a court in the way of "an audience room for a monarch or regent" or "meeting place for a ruling council" and not a place to dispense justice.
There has been little reason for STO to visit a hall of justice or similar, we visit a prison twice(or possibly 3 depending how what you think of the House Torg facility) but that's it.

technically yes but due the current status of House Torg one can argue if it counts as a prison in this context, unlike the 2 UFP facilities that while secret seemed 100% official.
