Is the 300 Zen C-Store version Bound to Character or Bound to Account? I'd rather know this before I buy it on a character I may or may not be keeping around for long.
Is it Bind on Pickup or Bind on Equip? The wiki says the former, while the C-Store says the latter.
Do the buffs affect Bridge Officers or just players?
It is a single Character unlock. If you equip it it is bound to you. If you destroy it you can't reclaim it, you will need to purchase it again.
As it is Bind on Equip so you could sell it on the Exchange or give it to another Character on the Account. It can be given to your Boffs but its effects are based upon your Characters profession. Even Klingons can use them.

If the C-Store one works the same way as the Promotional one, it should be based on the profession of the holder rather than the player. I've got the full buff set by alternating a Promotional IDIC Tribble between a boff of each profession (which is why I was thinking of getting a pair of C-Store ones; so I don't have to fiddle with swapping Tribbles every map change).
