Unable to claim Discovery Operations Pack Items After Tutorial

I created a new Discovery character and played through the tutorial but I am unable to claim any of the ships or the bridge officer. The blog post specifically says the ships are usable after the tutorial. I tried to see if it was a bug with my character so I made another Discovery character and used the skip tutorial button and the ships were not claimable. I made a Klingon and used the skip tutorial button and I was able to immediately claim all the relevant items.

I have the same exact issue. How do I claim it, I'm level 14, finished the tutorial, and am doing missions, when I click on the box, only the tartigrade shows up in my inventory, how do I access the ships, etc?

Apparently it is a bug for Discovery and TOS characters. 2409 Fed characters are the only Federation Faction that can claim them right after tutorial. Discovery and TOS must be sent to 25th century to claim them. I had same issue on console.
