TFO wrapper missions not skippable

On one of my toons the TFO wrapper missions are not skippable in spite of having done everything leading up to it. It starts already with the one for Romulan Minefield and progress throughout the mission journal. Hence I will be forced to play through all the relevant TFOs if I wish to play heretofore unplayed episodes on her because of the mission journal locks you have instituted.
