Unable to be promoted and to get new ships - Klingon

This klingon has been around a long time, and my account had problems (since it was pre-Arc) with the Account bank not working at one point, but I had been told all issues had been fixed.

It wasnt until i played other characters that I realized you were supposed to get free ships - my Klingon lvl 36 captain is still in a Norgh bird of prey. The shipyard people will not give me any ships like my other characters, just offer to sell then for dill.

As you can see, the lvl 10 Promotion quest will not complete. the NPC will talk to me, but has no dialogue boxes to complete any Promotions. If i have *other* missions involving him, they work just fine.

The npc in the main hall greets me but does not complete the promotion mission, which means i have no free captain-lvl ship. please help!

So here I am, posting. I am not sure if i am supposed to give my account handle or if the devs will know it, security breaches and all, not sure what protocol is.
