A little birdy says it is the routine that handles the way you can expand the number of slots (inventory, ships, etc.)
It maybe sequence improperly and has been in game code since inception. It may seem to work just fine until populated and/or expanded.
Possibly, you may have discover this on your own, but don't know how to rewrite it.
You might try something more straight forward. Show the maximum number of slots and get rid of the dynamically increasing slots routine. Alternative is figure out how the code works or fails as the case maybe.
There is still the problem with the duty officer that are stuck. They have NEVER been fixed, since reported. Possibly you tried to "reset" it, but it did not work... repeatedly.
