Bug for purchasing Bortas Heavy Battle Cruiser

Hello,
I'm trying to get the Bortas Heavy Cruiser from the ship vendor on Qo'nos using my fleet credit. However the game isn't letting me buy it because it says I have to be the Lieutenant General Rank, even though I am a level 65 Dahar Master. Any suggestions?
