Unable to equip ship

My Klingon tier 2 ships won’t equip more than 2 weapons and 1 console. My t2 ship has 3 weapons slots forward and two console slots for science and tactical. I submitted a ticket and was told it’s a bug. So far this character and this tier ship seems to be the only ones effected.

I am Starfleet and cannot equip an engineering console or my second aft weapon on the constitution class cruiser that I got at lvl 10.

Yeah I just experienced the same results with the same cruiser when I created a new fed character.. so apparently it’s a bigger bug than I first thought
