I saw in the forums that this has been reported before, but it appeared to be ignored. There is a DOFF that states it reduces the recharge for Photonic Officer and Photonic Shockwave by 20%. However, I tested and timed it and the DOFF only affects Photonic Shockwave by 20% and 0% for Photonic Officer. I also checked and tested that putting 3 points in the skill tree to Scientific Readiness has 0% effect on the recharge time for Photonic Officer. These 2 methods should work or their descriptions should be updated. Maybe just remove Photonic Officer if it is going to be that horribly broken. But seriously, since this was reported as far back as 2017, why the heck hasn't it been addressed in over a years time period?
My suspicion is that the coding is broken after they had done an update to Photonic Officer quite some time ago. The reduction in recharge needs to take place after the 60 seconds that it is active, not during the activity period. My guess is that is exactly what they did with the coding and as a result, the DOFF is useless and so is Scientific Readiness.

the ability got 1 minute duration and 2 minute shared cooldown with itself. so you could run photonic officer for 50% of the time (1 out of 2 minutes). thats what you're seeing there, because you might be able to reduce the cooldown from the ability itself to less than the 2 minutes (which should be normaly the case) but you can not avoid the 2 minute shared cooldown.
we could argue that its a bad decision to have the 2 minutes shared cooldown with itself but beyond that, nothing bugged there.
