Pack Leader & Fire On My Mark DOff

Hi I have the Very Rare duty officer for Fire on my Mark that gives it a 40% chance to expose for 5 seconds. I also have the Pack Leader trait, which increases your chance to expose by 10% and the duration of expose by 2 seconds. However the tool tip for Fire on my Mark is not updating when I equip the trait.

Is this just a UI bug, or does the trait just not interact with duty officers?
