It should make it in after next year's anniversary, and it'll be because people may have it still slotted to finish.

The Phoenix Box is ridiculously unbalanced. I've opened over 500 boxes and managed to earn 1 ultra rare token and no epic tokens.
The only good thing at very rare level is the red matter cap, which I already have unlocked account wide because I made a point to get every collector's and limited edition I could find back when STO was in it's first year or two old. You're better off converting most of these to rare level.
Rare level has some nice duty officers and a roster ship for missions, but rare is common enough where you start drowning in them, and since you can only buy one of each duty officer you're better off converting most of these to uncommon level.
At uncommon level you have the best research upgrade I've seen in the game. If you have any sense at all, you stock up on these.
So 99.99% of your tokens get converted to research upgrades, and 0.01% of your tokens get to become a ship.
I think it would be a good idea to be able to convert tokens to a level higher up. Maybe make it expensive to do this - like 5 tokens for one token a rarity higher. Or make it 10. I don't care - just make it possible.
The lockboxes alleviate the randomness with lobi crystals. Even if your luck is bad, you are guaranteed a ship if you open enough boxes and save up enough crystals. The phoenix box doesn't have this, and it's aggravating.

The Phoenix Boxes are only good for Upgrade Kits or items at the VR or lower rarity. The odds of getting Epics are insanely low, it's best to assume that if you missed the initial event then you can't get this ship.
Save your Dilithium and move on, Azrael was right.. it's not even a good core.

Just means one less thing to micromanage while fighting. Its not a terrible core, but its not the absolute best either. Its pretty decent.
But the set is kinda nifty for a starter set...or if you're making a debuff build.
