Random Task Force Operations

I was in the understanding that all of the TFO's that require only 5 players were part of the Random Task Force Operations unless it was and event.
when I pick a random tfo I always seem to cycle through only about 8 different ones if im lucky but mostly the same 6 cycle out of the possible 39 different ones on normal or advanced, and when I pick one that I have not played or have not played since this intro of the Random Task Force Operations I can sit there for an hour and never get into it, but when I pick a random I get it with very little wait time.
so I picked the federation fleet alert and the federation starbase incursion to try them out and I waited for over 40 minutes and never got into one, are they part of the Random Task Force Operations or does it only consist of 10 different ones?
