I just completed Science R&D 15. It acknowledged the completion, title, and accolade, but did not award the Trait: Particle Manipulator. I have plenty of inventory space if it is a box. I've restarted the game and played a TFO to move through zones, no difference. I did see the Missing Starship Trait chain, but the last post was half a year ago and there didn't appear to be any resolution.
Solved: Thanks rndflactuation for pointing out it is a Space Trait and not a Starship Trait my mistake.
It's a space (not ship) trait, if I recall correctly (I don't remember exactly which is which but those level 15 R&D are either ground or space traits, not ship/active rep/passive rep ones. I don't think you can buy a slot for that, but at max level each char beside aliens should have 9 slots of any of normal space/ground traits, and aliens will have 10 at max level. Lower level chars still have space and ground traits slot too, only less, according to their level.)
Go to see your traits, within this area, chose the space category (press on the category) and look there. (if it's not there, you may press the ground category to check but I think it's a space one) On the right there should appear optional traits to chose from. (tick/untick)
If still not there, you may go to shuttle/switch zone etc just to trigger an update*. It should be just added to your available traits of that type (space in this case, I think)
*Note that not in all areas you can chose or change a trait but in all areas you should be able to see those, I think.
In areas in which you can replace/chose traits, note that those traits can be UNselected and selected. (so existing chosen traits can be replaced this way with others)
