Unable to unlock reputation armour visuals?

I got Delta Alliance Reputation level 5, unlocked and equipped the armour, one of the weapons, and the shield. The game even tells me I have the full set. Yet, I cannot use the outfit in the tailor? The Delta Alliance Category does not even show up, no matter which outfit slot I use. I have relogged and tried several tailors.
