STO writes outside its install directory

STO writes outside the directory in which it is installed. I have STO installed in
    C:\Games\Star Trek Online_en
Recently, I noticed a new directory "C:\Games\localdata", created on 09/06/2018 and last modified on 09/10/2018. Inside this directory is a file named "_SWMWindowPosList.txt", created on 09/10/2018 and last modified on 10/13/2018. This file is identical to the file with the same name in
    C:\Games\Star Trek Online_en\localdata
Since I have not run Arc in years, either the launcher or the client must be writing outside the directory in which STO is installed. My guess is that it's the launcher, because neither
    C:\Games\Star Trek Online_en\Star Trek Online\Live\localdata
nor
    C:\Games\Star Trek Online_en\Star Trek Online\Playtest\localdata
contain a file named "_SWMWindowPosList.txt".


Steps to reproduce

1. Find the directory in which you installed STO, and look inside its parent directory. (Suppose STO is installed in <parent>\<install>.)
2. Notice that the parent directory contains a subdirectory named "localdata", which contains a file named "_SWMWindowPosList.txt".
3. Compare the following two files and observe that they are identical:
    <parent>\localdata\_SWMWindowPosList.txt
    <parent>\<install>\localdata\_SWMWindowPosList.txt

    What?!?! LOL!

    OK...I found it....inside a folder called Perfect World Entertainment.
    STO, Neverwinter and ARC all have their own folder inside the Perfect World Entertainment folder, too.
