Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.
Maybe Mark Bonus Weekend was going when you were last playing on your platform? I think it's been a few weeks for PC, but they might have been running it recently on consoles.

Ground Missions on New Romulus will award between 75-85 Romulan Marks with the Daily. 20 without and the first Ground Mission of the day will award an additional 10 Romulan Marks.

Maybe they had a fleet mark bonus pool in use that has reached the 100 marks bonus. Head back to the fleet store and buy a few more to get those bonus fleet marks.
78 is what you get with bonuses applied. 65 is the correct amount without any applied bonuses. If you're on PC you can check current boosts just under the top XP rank bar. There's no way to check this on consoles at the moment.
