Appears to be Broken. At 800 DrainX, the Trait lists a 20 second random subsystem offline duration with it available every 30 seconds..
Works for only the Full Duration of abilities,Not always the listed Maximum of 20seconds (Icon with countdown to confirm).
-Gravity Well
-Tractor Beam (10 sec)
-Tractor Beam Repulsors (10 sec)
While it lists these as triggering the trait..I could not see any affect on subsystems or Icon indicating it was working.
-Photonic Shockwave
-Scramble Sensors
-Jam Sensors
Target was a player controlled lvl 64 Jem toon with No Specializations and only 153 control X (Jem Hadar 3 piece space set) va My 800 Drainboat with Pilfered power and the above Control abilities.
