Gamma Recruit MXV upgrade and re-engineer reward claim problem

I finished the MXV item upgrade objective and the MXV re-engineer objective on my JH gamma recruit. I then went into a different toon and saw the 2 reward boxes. Claimed both. I saw both boxes in my inventory. I opened both but the reengineer box is the only one that gave me anything: 10k salvage. I didn't get anything from the other. What should the other give you?

I then tried this with another toon and at the claim agent there was only the reengineer box. There wasn't even an option to claim the other. When I claimed the reengineer box, nothing happened. I only have 22 salvage on that toon. No box in inventory and no extra salvage. So this toon got none of those rewards.

At this point I am concerned that I wont be able to get the rewards on my other toons so I haven't tried outside of these two.

After the patch and days after I completed this both toons that claimed the boxes got nothing.

I never got the 10k salvage when I claimed the box on any of my other toons
