When attempting to use the Kobali uniform on my female alien (as Kobali as she can be) that I created during the first Delta recruit event I am unable to utilize the lower leg plate armor. Previous to last Thursday's patch the wrist guard items were unavailable so I am hoping that this is still being looked at. In addition, male character aliens in my crew (also as Kobali as they can be) are unable to select unique color palate choices for pieces as they are globally linked to other body parts. The leg plates are unavailable for these characters as well but from the original unlock back on release, my Reman was able to configure the full plated armor look.

Ah if it's boot I don't remember which category it was but saw boots available on a Jemm's tailor visit. Two options there if I remember well.
As for colors, sorry no idea. I am new at trying that custom
wrists, arm and insignia, shoulders, backpack, chest harnest, upper part, lower part and boots - all of that I've seen and it was yesterday, IIRC. There may be other parts I didn't notice or didn't chose and forgot about. You might have to change categories for items to see the Kobali option(s)
P.S.
While I don't know about this case, frequently some parts are not available in off duty while those are available in uniform or other custom type, or vice versa.

Did you find the missing pieces btw? I can't help here/anymore, just asking.
(And no I don't know what the full set has, what I described were the options I partially remember from my Fed Jemm with phoenix reward custom)
A reset and undo buttons could help here, for sets and items, I ignorantly suppose.
While save/load custom could also help theoretically, personally, loading custom sadly might crash my game or even comp.
P.S.
I do like the effect though that you could sometimes (partially) "color" some cloths such yesterday's belt by coloring other matching piece then choosing that item. but I understand it's a part of the issue in a way and messes things up in case one wants to go back.
You can sometimes apply a new "pallet" I think if applying a "full" (standard) set from the menu but this doesn't always happen fully (or at all?) - I do use this though with old initial sets when trying to reset things sometimes.
