Is the final Gamma recruit reward doff officer ground or space?

The reward for reaching rank 4 in six different commendation categories has some conflicting information. He's a space warfare specialist (20% all damage) but can only be put on active GROUND duty. So I wonder, is he meant to be a space or ground duty officer?
