Romulans Unable to Claim the T5 K't'inga Battle Cruiser Retrofit and the Fleet T5 version.

Wanted to update one of my Romulan farm toons and re-make it into a 23c "themed" character that would fly the K't'inga Battle Cruiser Retrofit; "Stormbird" or "Khenn". As I understand, the T6 Temporal D7 was on the excluded list that Romulans could not obtain, but I had thought that the T5 K't'inga Battle Cruiser Retrofit was not on the list and was something we could.
Just to double-check, I went back to the original blog and did not notice the ship on that list, nor the Fleet version.
The T3 and the Koro't'inga from the C-store are obtainable, but the T5 versions are not.
Was this simply an oversight?
