i was able to get the mission today, but it was instant completion and now it's greyed out again

It's mentioned in the VIL update patch notes (under Systems:)

"The 800 Day Veteran Dilithium Refinement duty officer mission no longer requires a duty officer mission slot, no longer requires duty officers, and now finishes within 5 seconds.
It can still only be completed once every other day."

So it's now 5 seconds, Claim dil, then wait 48 hours again.

It would be nice if they added a timer count down on the mission then.
