I have many duty officers on one of my characters that I can't seem to put through the Exchange Duty Officer assignment to get three DOffs of the next lowest level. Is this a bound/unbound thing?

    Yes. Bound doffs usually can't be exchanged.

    That's silly. They're just going back to the oblivion from whence they came. Who cares if they've been equipped?
