Unable to get 8th Anniversary ship on alt character

I suspect this is probably an easy fix but I couldn't find anything on the search list. Completed the reputation project and unlocked it on my main character, had no issues getting it on my fed alt tactical by using the event store.
On my Klingon alt, on the other hand, no luck. The ship or warp core don't appear in the list at all and when I try to see if I needed to run the project again, there is no project for the ship available.
The Klingon character has spoken to Q but I cannot see the ship or the warp core.
What am I doing wrong?
