XBOX Mission Skipping broken?

The mission skipping is so random on the XBOX. Am I missing something here? I am at 60 and on the PC you could skip almost everything. There were some "gated" quests that you needed to do but other than that you could skip many missions. I am trying to do New Frontiers and it is completely locked. I haven't done Future Proof yet (only sunrise) but I am unable to skip Stormbound. I can drop it but no skipping. I've noticed similar behavior with other missions. What gives?
