After seeing (crtd)x4 (pen) weapons yesterday I’m trying to learn more about this new mechanic which seems to be revitalizing large swaths of the economy and crafting in general.
What are your best practices for harvesting salvage?
Any tips for getting the mods you want as cheaply as possible?

Getting the mods you want is RNG based so depends how addicted you can get to a spin to win mechanic and how vital you feel certain mods are vs how much dil you're willing to drop into it.
To avoid blowing too much dil in one sitting you can use the exchange to lock it away temporarily. Set yourself a limit and stick with that.
Personally I've better things to spend dil on that gambling on the chance to get a small improvement to a single bit of gear so the above info shouldn't be taken as a golden rule or anything. No doubt others more into min maxxing will be able to correct or build on what I put.
One way to make things go a bit better is maybe do your salvaging while you're traveling around on the map.
Unfortunately the roll is RNG-based, so like said above, set a limit, unless you have a buttload of dil you're not looking to use any other way.

Not too sure how travel time vs umpteen loading screens will pan out but flying from a to b also gives a small downtime to do inventory management.
Salvaging massive amounts of stuff is a grind, yes. If it were as easy to salvage large amounts of stuff as it is to use the replicator's recycle tab, a lot of folks would have far more salvage at this point than they'll ever use.
Would give me a reason to not just discard them on pickup!
Nah. I did an hour or so in Badlands, then did farmer mission and didn't get anything past map 1. I used to run SB24 solo, and it was the same with that.
