New Romulus Cut Scene Always Plays for 23C Toon

The initial cut scene between the reman and Romulan leader plays as though the character has not completed the first assignment in the arc every time I beam down. This does not happen on other toons. I’m tired of hearing this dude’s speech over and over. He makes some good points but I have a better plan for New Romulus.
