The reason why old games like World of Warcraft are popular is because they consistently update the graphics, add new game modes and ways to play in addition to making the game difficult with various difficulty settings on Dungeons/Raids.
Star Trek Online is not doing this at all, what are they doing with this game? The same old updates, new ships, new weapons, new episodes, new pve que, new battlezones, the same old thing you would expect, in addition to this they had even more Reps and skill sets to grind but does anything really change? Nope, it's the same old game with nothing new added.
Why don't they actually try to make this game more enjoyable? First of all, they need Elite que's to add more rewards and longer STF missions need more rewards to, I notice people always play the same STF's over and over again, perhaps there are many who are in private matches because the PVE que's usually seem dead. PVP is also no where to be found with PVP que's, they also have no rewards for PVP for winners and maybe a smaller reward for losers. If they simply added rewards for PVP, more people would play PVP. They should also add "Honor" and rewards for killing an enemy in PVP. Perhaps they should get rid of cloaking abilities for PVP modes in the PVP systems, so there can actually be proper battles between FEDs and Klingons. Adding a Que for PVP zones would be great to, I simply enjoy PVP with games a lot, I have only stuck around with Star Trek Online because it has tons of PVE content and I really like the Space Gameplay and the Ground gameplay though not the best, is enjoyable enough especially with the 3rd person shooter mode.
How about some new game modes? I was thinking about a Sandbox game mode where you could spawn ships of various difficulties in the game and create your own battles in addition to fighting the ships yourselves but maybe you can already do this in the Foundry? I don't know. Also the graphics, has anyone noticed how MSSA 4x and MSAA 8x has no difference in quality at all? It's like they put the MSAA 8x antianalising just for show to give an illussion that you can increase it. The lighting update was very well done but I think they need to improve antianlaising, this game does look great on 4k though, if you can handle it.
Even though I like this game a lot and I never finished the episodes, the stagnant nature is turning me away, I will finish this game one day after I properly configure my builds but still, I wanna keep playing, hope they add some unique/new things eventually. This new expansion in Summer 2018 should focus also focus on fixing PVP and adding some new game modes, like the things I suggested I hope.
Summary of things that should be added for the expansion in 2018, these suggestions will bring the game great success and also tap into a wider audience, many people who play MMO's enjoy PVP so expanding on PVP will bring more people.
1. Rewards for PVP will bring many more people back to playing PVP
2. Add new open space PVP zones with no PVE elements that people can also que up for, 50 vs 50 or 100 vs 100 battles would be great
3. New game modes, sandbox game mode to spawn NPC ships of various difficulties to create your own battles and fight against them yourselves, would be a great testing ground to see how many elite difficulty ships you can go up against
4. Option to voice over content with Forge created missions so people who create the missions can do voice overs themselves, voice overs with texts makes the game far more immersive, sitting there to read it is boring.
5. Cardassia Prime? Betazed? There are many major star trek races and we can't even visit their home worlds.
6. Introduction to PVP , those who don't have PVP builds can fight against each other, both groups will be filtered out , this will eliminate the grind for PVP, it can be beginners PVP Que, more rewards

PVP between members of the same faction, with the obvious exception of the Klingons, doesn't fit Star Trek at all outside a training sim. Star Fleet would cashier any officer they caught dueling fellow officers, and I doubt the Romulans would tolerate it either.
Something like the Crucible in the Destiny games, where toons "train" by killing each other and abusing their ability to be resurrected infinite times by their Ghost, would probably be considered demented by even the Klingons.

PVE Queve's is death ... there is 5/5 ground / space active queve. the rest are "dead."
It's not a solution that you can choose from a prize-winning mark.
roughly 35/35 queve does not play dog nor Defera dead, Nukara dead. etc.
The new Tzenketi queve is also sometimes 30 minutes to get in ... boring !!!!!!!
And if it starts to 60-70% of the time losing the battle because many people can not eat or drink!
The old queve can not get involved ... no one or just 2-3 people want to play it, but because of "disinterest" they can never play them.

I've been playing Romulus since I like this game.
An idea just popped up in my head. We all know the game needs exploration, well I have an idea for that. There are many planets we can’t visit.make huge maps and have random “artifacts” appear and disappear at random time frames. Throw in a consumable artifact clue that will take you directly to a spot where an artifact is, in the zen store for like 250 zen. Sort of like the scavenger hunt on risa but then everywhere else in the game.

Comparing STO to WoW doesn't work.
PvP is still EXTREMELY unfavorable for casual players. There are still builds out there that will vaporize even the best geared casual PvE player. Unless you hardcore min/max the shtako out of your build, you will be vaped without firing a single shot.
Ok... even if you DO hardcore min/max the shtako out of your build, you'll get oneshot, because the prevelant Meta is "it can't hurt you if its already dead".
Making an open PvP region is not really a good idea in STO either as you might have casuals passing through to get somewhere, only to get ganked by people looking for easy kills. Sure you could make a unique map for it, but there is still the issue of skill/gear and even level discrepency. A fresh lv 50 is going to be obliterated by a lv 60 with maxed out spec trees.
A Gear Score (in case someone decides to try and bring this up) won't mean anything either as gear is only a fraction of a player's power, and with some of the toxic DPS players (as there are a few who take it way to seriously) will use it as a means to discriminate against other players for not measuring up to THEIR standards. There's enough problems with getting chewed out over damage TYPE that doesn't fit into the cookie cutter meta builds. We don't need to give them MORE ammo.
PvP works for WoW because both factions are still antagonistic to each other. STO's factions aren't so much antagonistic to each other after a certain point in the story. Cryptic tried to tweak PvP a bit by introducing Competetive PvE. One of CPvE queues actually has some direct PvP if anyone wishes it.
The fact of the matter is PvP is not the lifeblood of an MMO. Does it work for everyone? To some degree yes. Is it an absolute, must have, must do, requirement? Not really no.
You can't just throw in PvP in the game's current state and expect everyone to flock to it like it is a godsend. Casuals will be obliterated on sight as they aren't hardcore PvPers.
Now... to address the species homeworlds... there's not even anything to do on Vulcan or Andoria, and the OP wants MORE like that? At least Bajor has some of the amenities of a social hub, but its hampered by one thing. Proximity to DS9. You got two social hubs right next door to each other. Why go to Bajor when DS9 has everything you need?
Social Hubs need to be spread out more evenly across the map to be successful, as these hubs are gathering places with vendors. Everyone will go to the nearest Hub to what they are doing. If you're working the Badlands Battlezone, you're not gonna base yourself out of K7 or Jenolan. You'll be at DS9. I WILL say that we probably do need another hub in the northern area of the Alpha Quadrant to handle missions and (when it finally works) Gon'cra.

Here's a basic run down but I get with the OP was getting at. Most of the game is considered what some will call PvE. That being said you have reputations which all the content is designed around and then specializations are side grind for exp. So being the majority come for the PvE content they want to see different things that give the game life instead of the same exact thing every major update.
However my opinion on this matter is that a quality of life update would be needed first before anything else gets changed in the game. I could easily explain some things that could make this game so much easier to bare.
1. Crafting the current method is 46 things needed to craft item A. Now the way it currently works if you do not already have the pieces you must go down through the list make one item and then it closes the doors behind you and have to start the process all over again. So a user friendly version would say okay X Y Z make the item needed so I go down to X and make all of the items needed to make X so then when I close that out I can then click on Y and do the same.
2. The game needs the auction or whatever its called exchange as well as all other exchanges to be under one UI. That can be opened any where in the game and go to the actual interact only if you need to pick something up/take it from the exchange.
3. We'll forget for the moment that this game has been around to close to a decade and that none of the factions can easily just team up with one another. So its about time someone goes and makes it happen (make it so).
4. Now the loading screens which the whole point of putting so many is forcing the person to look at things. It is no different than dave the klingon for example to pull out his 2017 bird of prey in front of a slow moving excelsior to make them stop and look at his ship just to be a petaQ'. So yeah make it where you leave the game on the starbase with that character that oh wait look I log back in and I am on my starbase without a gazillion loading screens. Then it could be put in a revamp process for fleets because basically no one does those and for KDF it would be a rare moment in history to have seen one started and finished on the KDF side(redundant that there are still these sides). So some of that new kind of content could be done by loading up a Fleet mission using your starbase and not some random RNG instancing.
5. The LFG system since as far as I can remember this system has been the most useless trash I have ever seen in an mmorpg. I am pretty sure everyone at Cryptic can say yes we know the guy who made it and he never was heard from again. Part of the flaw of the queued system is that you have 200 people who want to do something but will never enter the queue because it shows like 1-2 ppl or no one in the queue. Is much easier if that were transferred into a LFG that shows what the community at that time wants to do. As well these battlezones and red alerts same thing and especially on the battlezones when you've got enough people to fill like 20 maps but you have like 100 maps with like 2 people in each of them.
6. Communication and coordination in the battlezone aspect. First thing with this topic is everyone should have some kind of symbol on the map representing themselves to the others on the map when you have wide berth of space so like if one person needs to go to a certain spot and uncontest the area you don't have 15 people flying there and then 10 other places get contested and lost because they could not get back in time making it take forever. The zone chat TRIBBLE is toxic but in anything with random people needing coordination it makes it hard when there is not a singular channel for doing this in content like battlezones so I hope to see a change with that in the future.
Anyways this is my wall of text on the immediate things to suggest for improvement. Although almost all of them are no negotiation kind of thing for someone like me to return to the game as an active player. When you play games that are so much more polished and then try to return to a game like STO its just gut wrenching at the point of exploding the whole universe dealing with some of these things.
