Discovery Commander Science Badge Cannot be Worn by Female Caitians

Yes, yes, I know this is an extremely specific bug, but it's still important. I have verified this across multiple characters with multiple bridge officers.

I assume this stems from the same root as the talaxian arms glitch that seems to enjoy popping up every once in a while. Or not. I'm no dev.

I just discovered that a lvl 60 and their Cmdr. grade bridge officers do not have the option to select the Discovery Commander Science badge at all. The FA has 15 options and the Cmdrs. have 11 options for Discovery badge choices.
