Sustained Expose?

I've seen it a few times during the event now, and it seems pretty awesome, but what exactly is it in the game that can sustain an expose on a target so that it's not consumed by an exploit attack so that people can land multiple exploit attacks on the same target?

    Resilient Expose in the Command spec T3 ground side gives 10-20% chance for exploits to refresh expose instead of remove it.
