DOFF Commendation Rank won't level up....

Here is a strange bug I came across. Im working on leveling up my DOFF Commendation Ranks and recently reached enough XP to up my Explorer Rank from 2 to 3. But on the Overview it still shows as Rank 2. The total XP on the progress bar is now 51,049/50,000. I go to the DOFF store and see that the Rank 3 DOFFs for Exploration is unlocked but I do not have the token to pick one free DOFF. I logged off and logged back on to the character, I switched to one of my other characters and switched back, I changed maps. Not sure what else I can do to fix this. I submitted a bug report but did not get a response. Anyone know of this issue or how to fix it? Much appreciated for any help I can get.

There is a button at the KDF Academy with Lt. S'stas (the guy you buy Commendation DOFFs from)...there is a "Update Commendation Record" button in his menu.

It is Lt. Ferra at the Starfleet Academy.
And Centurion Veelar at New Romulus Command.
