Xindi-Aquatic Frigates Cannot be Purchased

I'm trying to figure out if this is a glitch or intended (though if intended it makes no sense whatsoever).
I have a Briostrys, but not a Narcine. I'm unable to purchase upgraded or even the basic frigate pets from the star ship equipment vendor, dilithium store, or the fleet star base. All items say a Narcine is required to purchase. If this has been addressed I haven't been able to find it.
