Upgrading Rep store items

Why is it that rep store items; we can't purchase at UR quality with the 4th modifier, or that they have a fixed modifier at UR quality? Some items cost almost 20K in dilithium, to upgrade with even more dilithium, to take a chance at a mod we want. That makes these the most expensive items in game. No wonder everyone uses Fleet or crafted gear. I was really excited to see the rep items automatically move to UR quality upon completion of the AoY characters, so why can't the store items be the same way?
