Unable to Upgrade Reputation Gear

in Reputation System
I am not able to upgrade some of my reputation gear such as big kinetic beam, romulan experimental beam array and Borg assimilated console. There is no option to select these items in R&D. I am on the PS4. Please help to correct this bug!
