Unique Delta Quadrant Doffs

Hey, I searched on here for "delta duty officers" and "delta quadrant duty officers" but did not find the answer I was looking for.
What I want to know is, is there a way to get Kazon, Hierarchy, Malon, etc. duty officers that have quotes? You know, like at the bottom of the info page for the doff where it has a saying in quotes? Like a a betazoid who has a quote of "I know what you're feeling."
I have found some delta doffs on the exchange, and checked out the fleet holdings, but I can't find anywhere that has unique doffs like this.
Do they exist?

And the Deltard pack in C-store features a couple of useful doffs such as APB healers.
I suspect that they don't have them.
