All else being equal - and recognizing that it never truly is - which adds more overall assuming you only have space for one or the other in you bridge lineup.

A Romulan Boff with Superior Romulan Operative (+2% chance / +5% severity)
Is there common wisdom on this topic or is this really just another calculation of Expected Value on the probability distributions of damage like weapons modifiers.
Secondly, why aren't all DPS toons Romulans who join the Klingons so that you can have five Romulan/Nausicaan boffs in whichever combination you prefer?

1- It's a small impact on DPS
2- There are other options for BOFF choices that can affect performance (Like the Cooldown reduction jawns)
3- One of the biggest impact items on DPS in builds right now is Embassy consoles and by and large it's easier on the fed-side to get into a fleet that has the consoles available and buy them for yourself
4- With SROs available to Feds, the Pirate available to diplomacy max, and the Hierarchy boff available, it's possible to just not need to be KDF side to get those tiny boosts from your BOFFs

As for going with Fed, it's mostly Fed bias. That, and a given player might have more usable starter ships on Federation, that could lend interesting consoles to the Romulan, or be a better alternative to fly on the early levels (particularly when the D'Deridex was the only Tier 4 option). Also, if they haven't unlocked the Plasmonic Leech (drains power from enemies and gives to you, which is very handy with the lower power levels that Rom Warbirds have) KDF side, it's cheaper to grab the Leech off the Exchange post-Infinity lockbox for Feds than unlock the Vandal KDF side.
Basically: fed = larger player base = easier access to fleet consoles.
