standard patch mistakes. They patch one thing and then with the next patch that same thing is right back to where it was.
Example would be with Q hiding in his chair at Sol Station. They've fixed that once a week for years. He still winds up right back in that chair after each minor update (they don't list them all).
I'm leaning towards them having more than one group of devs working on the same program at the same time. one uploads the new patch. Next guys upload their patch, accidently erasing the one that was just uploaded, but fixing other things. At least that's the only way I can see of a patch going backwards every other time.

I'm trying to think of how they could be missing on this--unless there are some parts that aren't actually part of source control. (It's difficult to branch and merge databases, and it takes a lot of disk space.)

Honestly that's just a display bug, I have the latest Crimson drivers myself, and I still get that... However that does not take away from the game... I can assure you that you spent 99.9% playing the game and not the character selection screen!!!
The only time that this becomes an issue is if it takes away from the game and does not allow you to play it...

You're having driver issues. Doesn't mean it's an AMD prob. Was asking exactly what you are trying to show with this.
Patch notes say it was fixed the "auto detecting AMD drivers" and it clearly is not.

A bug report would consists of much more detail, replication steps, game version, notes, additional links to other reports made by players etc...
